Horizon Europe Proposal Consulting Services

These Terms & Conditions (“Terms”) govern the provision of consulting services related to Horizon Europe proposal preparation, review, and advisory (“Services”). By engaging these Services, you (“Client”) agree to the terms outlined below.
1. Scope of Services
The Services include, but are not limited to:
Proposal audits (standard and deep review)
Impact section review
Strategy sessions
Consortium and positioning advice
Workshops and training
All Services are advisory in nature and do not include:
Full proposal writing or rewriting (unless explicitly agreed in writing)
Administrative submission support
Guarantee of funding success
2. No Guarantee of Funding
The Client acknowledges that:
Horizon Europe funding decisions are made by independent evaluators
Outcomes depend on multiple external factors beyond the Consultant’s control
No guarantee of funding or success is provided.
3. Client Responsibilities
The Client agrees to:
Provide complete, accurate, and timely materials
Ensure all submitted content complies with Horizon Europe rules
Respect deadlines agreed upon for delivery
Delays in providing materials may affect delivery timelines.
4. Fees & Payment Terms
All fees are quoted in EUR (€) unless otherwise specified
Payment is required in advance to confirm booking
Work begins only after payment is received
Refund Policy:
No refunds once the service has commence
If cancellation occurs before work begins, a refund may be issued minus administrative fees
5. Delivery Timelines
Delivery timelines (e.g., 24–48 hours) begin once:
Full materials are received
Payment is confirmed
The Consultant is not responsible for delays caused by incomplete or late submissions from the Client.
6. Nature of Feedback
Feedback is professional, direct, and critical by design
The purpose is to improve funding potential, not to provide reassurance
The Client acknowledges that:
Feedback may include identification of major weaknesses
Recommendations are non-binding
7. Confidentiality
All materials shared by the Client will be treated as confidential
The Consultant will not share, distribute, or reuse proposal content
Exceptions:
If required by law
If explicit permission is granted by the Client
8. Intellectual Property
All original proposal content remains the property of the Client
Feedback, frameworks, and methodologies provided remain the intellectual property of the Consultant
The Client may use the feedback solely for their proposal development.
9. Limitation of Liability
To the maximum extent permitted by law:
The Consultant shall not be liable for:
Funding outcomes
Indirect or consequential losses
Missed opportunities or reputational impact
Total liability is limited to the amount paid for the Services.
10. Availability & Capacity
Services are provided on a limited-capacity basis
The Consultant reserves the right to decline projects based on workload or fit
11. Communication
Communication will take place via email and/or scheduled calls
Response times may vary depending on workload, especially near deadlines
12. Amendments
These Terms may be updated at any time. The version in effect at the time of engagement applies.
13. Governing Law
These Terms shall be governed by and interpreted in accordance with the laws of Greece, unless otherwise agreed in writing.
14. Acceptance
By engaging the Services and completing payment, the Client confirms that they have read, understood, and agreed to these Terms & Conditions.

Final Note:
These Services are designed to increase clarity, credibility, and competitiveness—but the final proposal remains the responsibility of the Client.
